Universities are the citadel of all-around learning, education, and character. The Affairs of the University are managed by a governing council. So, this report explains the composition of a FUTO Governing Council.
In 1980, The Federal University of Technology Owerri (FUTO) was established. It was the foremost University of Technology. The school is a public institution with the main function of providing technical knowledge. Under the relevant Act, the University Community consists of a Chancellor, a Pro-Chancellor, a Vice-Chancellor, a Senate, a Congregation, Convocation, all graduates and undergraduates of the University in accordance with provisions made by statute. The Head of State is the Visitor of the University. At least once every five years, the Visitor has powers to conduct a visitation of the University.
The Council
In many cases, the majority of Council membership is drawn from the public. Nonetheless, they represent a variety of interests covering the whole Federation and are appointed by the Visitor. Also, the states can have input as local designates. The other members of the Council are from the University Community and the Alumni in quotas.
The Composition of Council
- The Senate gets 4 members slot. The Professors in the University make up the Senate. In some universities like FUTO, Heads of Departments are also members of the Senate.
- The Congregation gets 2 members slot. Congregation means all members of staff that are university graduates. It does not matter where they graduated from. FUTO elects one person from the Teaching staff cadre and one from the Non-teaching cadre.
- The Convocation gets 1 member slot. Convocation comprises the Alumni and all the Academic Staff of the University.
- The Government takes 5 members slot. One of which must be the Representative of the Minister of Education.
- The Chairman of Council – the big Masquerade
- The Principal Officers of the University- VC and all the DVCs. The Librarian and the Bursar are in attendance. The Registrar is the Secretary to the Council

The FUTO Alumni Association (FAA) is presenting a Rep to Convocation who will contest in an election to join the 12th Council. Dr. Andrew Ejayeriese emerged as the elected candidate, beating Engr Erasmus Onuoha at the last Convention of the Alumni Association at Enugu in 2019. Since the Adoption of the Alumni Constitution on October 13th, 2018 at the Owerri National Convention, the convention became the only organ of the Alumni Association that can elect any member of the Alumni to represent the Association. We, therefore, hope that our candidate emerges after the election at the Special Convocation.
